Thank you so much for the suggestions. I tried exporting the PKG_CONFIG_PATH and it didn't work. I was trying to configure linphone-1.6.0 version. I have downloaded linphone-1.0.1 and it has configured fine. In console directory linphonec is created. I understand that Linphone gets created even in the Gnome menu, which has not happened in my case. Is it because of the version of linphone I have configured?
