It may be a camera related issue.
As Simon has recently pointed it out to me, you can debug as follows:
From mingw or windows shell prompt, go to c:\\Program Files\Linphone
then start
bin/linphone --logfile "c:\\Temp\logs.txt"
Then post the resulting file, which could (or not) contain sufficient
information for the devels.
Moreover, you could check out the latest Linphone snapshot [1] to see if
it fixes your issue.
