Its almost certainly the router's problem.
If I was you I would report it to router/firmware people

best way to report it is a test case the demonstrates the problem like this

baseline config/0 state

   - software version#s from both sides
   - configuration for both sides


steps to reproduce

observed behaviour

   - what happened
   - logs from both sides including a sip trace

expected behaviour

   - what should have happened
   -
