1.) VIF is being discontinued so I doubt you'll want to build much production work on it. zVM is the only thing you can run from IBM which will accomplish what your looking for. If you run Linux/390 under an IFL, zVM is relatively cheap by mainframe standards. VMWare is nice for some testing, but I don't think it is good enough for a massive server consolidation. The INTEL architecture doesn't seem to lend itself to being emulated fully and to do it VMWare wants lots of CPU.
How many images you can create depends upon how many resources you give the LPAR. I think the maximum possible is 99,999 but nobody runs that many. 2.)
