You know things are bad when you are replying to your own posts! :)

I found the problem. In the README it says for an FTP installation you need
to merge the RPMS subdirectories from CD1 and CD2, which I had not done.
Now that I've got them merged the install is moving along (finally, 8 hours
later!).

Subject: Problem with RedHat 7.2 RC2

Hi Folks,

I'm trying to load a RH 7.2 RC2 system. Following the instructions I get to
the point where one selects packages. I specify an FTP load for a "Server"
machine and it starts retrieving and installing the packages - it gets 6
packages into the list of 574 when it hits "gsm-devel-1.0.10-3" and
everything just appears to stop. When I check the FTP server that has the
CD in it it shows the FTP client (Linux390) repeatedly doing an NLST on
"gsm-devel-1.0.10-3.s390.rpm" - but it never retrieves the package, just
loops over and over again doing an NLST on it. No errors reported either on
the FTP server or the Telnet client running the process on the Linux390
machine.

Is this a known problem, and is there a work around?
