I'm not a Debian user, but I think that Debian has a means of importing rpms.

You can always use rpm2cpio to get a cpio archive out of an rpm, and rpm can be had 
packages as a not-rpm (or could be some time ago) for those who don't use rpm as their 
primary packaging tool.
