nicht Linux einsetzt, f|r undemokratisch oder zumindest f|r nicht
pflichtbewusst halten."

"To me the corollary is that you believe a State that does not use
Linux is undemocratic or at least unaware of its responsibilities."

The rest of it is just as wonderful.  Time permitting I'll translate a
bit more of it.  The Germans are an interesting bunch when it comes to
operating systems - OS2 exploitation went further and deeper in
Germany than anywhere else in Europe - some of my acquaintances  still
use it for file serving at home.
