I got the packages from the site as you suggested.  The JRE installed fine.
When installing the SDK, I get

"installing package IBMJava2-SDK-1.3.1-1.0 needs 24Mb on the / filesystem"

This is being done from root, and the root filesystem (exclusive of /usr,
swap and /home, which are separate disks) shows 94MB available, 72% used.
/usr is 45% used with 1.25 GB available.  What gives?
