Well, SES/E may not, but SMP/E does, which is where a lot of MVS system
programmers run into problems.  It's called UCLIN, and it's a great tool
when used right, but like all other powerful tools, you can use it to hurt
yourself pretty badly as well.

The RPM database doesn't have any mechanism for inserting arbitrary
data, just like VMSES/E or SMP/E.
