Use the OBEYFILE command to STOP the IUCV *device* (not link). Then START it. See the VM TCP/IP planning book for info about OBEYFILE and it's important companion, NETSTAT. (This is one of those things it is possible to do with SAF that was not possible with VIF!) But I'm not sure that's going to help. I've heard of this problem from multiple people and it seems to have started coincident with the new IUCV driver in the 2.4 kernel.
