So many options... Are you trying to solve a particular problem by wanting to move the web server to Linux? Are you having performance or loading issues on OS/390, that would drive the desire to offload that function? Is Linux running on the same engines as OS/390 or an IFL? Is web server response acceptable now?
If there are no current performance problems and response is good, leave the web server where it is. By moving the web server to Linux you are adding a network trip to get to the database which could only add to the web server service time. With an ESCON CTC or under VM, the network trip is a fast one, but nonetheless it is a network trip. You could certainly experiment with it to attempt to measure how the response will change by putting the web server on Linux.
