I recently enrolled in a TAFE course which includes a unit "Promote Innovation and 
Change in the Work Place."


Its text is "SUPERVSION, The Theory and Practice of First-line Management," and its 
author is Kris Cole, publisher Prentice Hall.

For a text-book it's astonishingly easy to read. Of course, there's a good deal more 
than promoting innovation and change in it.

While not bearing directly on your problem of promoting innovation and change in areas 
you don't control, I do think it will help your understanding of the issues involved.

I recommend it to those who've worked their way into manangement (or who want to) 
through their technical prowess rather than manangement skills, and to those who want 
to brush up on the latest thinking and practice. or to consolidate their experience.
