To add a little confusion to the mix...I'm reminded that of course z/VM can
run under z/VM on an IFL.

z/VM runs as normal on an IFL, Linux and z/VM can run under z/VM on that IFL.
The restriction is that OS/390, z/OS and VSE can not run on an IFL
(whether or not z/VM is present).
