To be clear, you don't put in another order for VM to run on in the IFLs.
You simply upgrade your existing VM license to include the additional CPUs
(IFL or not).  You get a piece of paper which is the license to run on "N"
processors (or the moral equivalent).

If you buy VM again, you get a separate license and you get all the media
shipped again.

In theory the BP or IBMer will answer "yes" to the "Is this an upgrade?"
question in the order entry system and it all takes care of itself.  (A
miracle occurs in Step 2.)
