As Bill pointed out, it is most likely in /usr/sbin/apxs.  As Sergey pointed
out, it is a perl script.  However, it does come with the Apache package,
and so should be on your system.

Does anyone know where the apache apxs executables are in SUSE 2.4.7 kernel
on LINUX 390.  We have a need to re-compile a .so file for a product called
IASP.  These are usually found in
httpd1.5/bin/apxs for other OS's.
