Donna, If you're using CTC or IUCV devices on a 2.4 system, you can control that by echoing a value into /proc/net/ctc/ctc0/buffersize or /proc/net/iucv/iucv0/buffersize, respectively.
Other than that, I'm not really aware of any generally modifiable parameter to control this, other than modifying the source code for the network driver you're using (if source code is available).
