Yes, it's the major/minor node numbers assigned to the devices. When the /dev/dasd range was first defined, the minor numbers started at 0, then 4, 8, 12, etc. When the /dev/dasd?1,2,3 got defined, the minor numbers were 1, 2, 3, 5, 6, 7, etc.
