The syntax is (from the VM TCP/IP Planning and Customization Guide) is:
    >>__DEVICE__device_name__OSD__device_addr__PORTNAME port_name________>

       |_PORTNUmber n_|  |_PRIRouter_|  |_AUTORestart___|

You need to specify the PRIRouter option on the DEVICE statement.
