No, it's actually g77.  Some distributions also have an f77 binary, but SuSE
7.0 just has g77:
$ rpm -qlp g77.rpm
/usr/bin/g77
/usr/lib/gcc-lib/s390-suse-linux/2.95.2/f771
/usr/lib/gcc-lib/s390-suse-linux/2.95.2/libg2c.a
/usr/share/doc/packages/g77
...
