Changed vmhalt to vmpoff and everything works now. The 2.4 driver
redbook lists vmhalt not vmpoff

Maybe you need the other one, the vmpoff=LOGOFF  I added both when
I did not have time to find out which one to use, and my guests
logoff when I 'shutdown -h now' them.
