It's in /boot/config-2.4.17 if you install the kernel-image-2.4.17-s390
package. This package is not installed by default since the kernel and
the modules are taken from the installer.

You can also extract the source package (on any architecture) using

apt-get source kernel-image-2.4.17-s390

and get the config from config_deb/default.
