You could 'cat /proc/ksyms | grep jiffies' and spot the difference, but understand this is mainly a side effect and future implementations will have other side effects. The most important thing for the 'on demand timer' is not saving the 0.3% of CPU (but it helps). There still will be applications that demand a timer tick now and then (e.g. cron, bdflush) and they will consume CPU resources. Because timer interrupts are less frequent, CP now has a chance to spot the idle server and can start to take pages away (some of which will be brought back because Linux really needs them).
