The other pieces they offer cover MVS, CICS, VM, VSE, etc. When everything is integrated, the system will produce "invoices" for the user departments at zero cost, or at some fixed chargeback rate. It's fun to watch their jaws drop when they see that first "invoice"!
Not so much fun when they get back to their desks and call Sun. Over-enthusiastic chargeback was a major factor in the move to departmental servers.
