There are vendor Cobol compilers available for Linux on zSeries. Check out http://ibm.com/eserver/zseries/solutions/s390da/linuxproduct.html for ISV software. Acucorp, LegacyJ and MicroFocus have Cobol compiler products for Linux on zSeries. As to a database, Neale gave you his (biased?) opinion, so let me put out my (definitely biased) opinion -> DB2!
