The value is specified as four sub-parameters, each separated by periods. The first is W or E for West or East of the Prime Meridian, of which the USA is West. The second is a two digit hours offset, which for Central Time is either 05 or 06 (see below). The third and four sub-parameters are always 00. If so, Indians and South Australians might not be happy - they timezone offsets are some hours and 30 minutes, and the 30 minutes can't be expressed.
