As Alan mentioned, Linux will account for the time change automagically.

z/VM has a slightly different approach.  It keeps track of time zones in the
SYSTEM CONFIG file.  Although it doesn't automatically adjust the time at the
desired instant, it will adjust the time at IPL time based on the table of
dates, times and offsets in the SYSTEM CONFIG file.  This process covers you
at IPL time.

Now does that mean you need to IPL in order to change the time?  Absolutely
not.  For several years now, VM has provided a means to change the timezone
on the fly.  SET TIMEZONE xxx, will adjust VMs timezone and offset based on
the zone parameter that you provide.  So, Lionel, if you issue SET TIMEZONE
PST, you will see the timestamp move back one hour.  Consequently next spring
if you issue the command SET TIMEZONE PDT, you will see the timestamp move
forward one hour.  This whole process works best if your hardware clock is
set to UTC to begin with and the timezone parameters in the SYSTEM CONFIG
weren't messed with (except to indicate your current timezone).

As mentioned previously some software does not take too kindly to this
change, but I've never seen that CMS itself really cares.
