Daniel, Linux/390 should be able to handle mod 27's with no problem.
I don't think FICON support is there (but I could be wrong), but I know (from Neale Ferguson) that FCP support works pretty well. When we were at the VM/VSE tech conference, he showed me a 200GB file system (yes, that's Giga, not Mega) he created using just such a setup.
