It sounds to me the sort of thing that should be fixed; it ought not be
possible to create a misconfigured kernel as you have done.

If this is a vendor kernel, report the matter to your vendor. If not, check
the MAINTAINERS file and report it to the maintainer, and to lkml.

If you have the time, check it with the latest 2.5 kernel too.

The will want you .config, but would probably prefer not tho have the comments.
They can be stripped with a little creative grepping.
