Cross compiling would have been my first recommendation, until I ran into differences in compilations between Linux/390 and cross compiling. Running Hercules reduces the effective speed of the box, but I believe it allows you to be more certain that what you end up with better reflects what you would have gotten on a 'real' Linux/390 system.
The differences in question were discovered trying to compile SAPDB. I ran into things that needed correction that someone else did not. I was compiling on Linux/390, and they were cross compiling on Intel Linux.
