I tracked down the difference.  The system that was showing all zeros had
been booted after writing the 2.4 kernel using silo.  The kernel was never
re-written using zipl later on.  Once I did that, and used the eckd0
bootstrap program that the new s390-tools creates, things are the way I
expect to see them.

No doubt it is different for s390x, but I had not seen it was changed with
the 2.4.19 kernel - I'll have check later, but you could look in the source
yourself (around head.S or something it includes if I recall)
