I have to retract my previous reply. The Intel on S/390 binfmt code problem has come up before, but this one may be due to Linux/390 binaries that have a magic number different from what your kernel is expecting. If your kernel (and modutils) are expecting the magic number to be 0xa390, and the binary was produced with the newer binutils/gcc/etc., it will instead have a magic number of 0x16, or 22.
