I have ONLY 3390-9's and custom volumes available to me. NO 3390-3's at
all. It's in an IBM shark box. The custom volumes are about 1 gig each. Is
there a bug in the dasdfmt command that cannot handle 3390-9's?

Are you using 3390-9?
Try 3390-3.
