What taste of linux/390 are you using?
With RH(intel) there was (at least until 7.3, I think) a little
modification to do by hand into /etc/rc.d/rc.sysinit script because
"vgchange -ay" command was conditioned by existence of /proc/lvm, not
yet there at time of script execution.
Removing the " -e /proc/lvm -a" string from the test, the command will
be issued correctly and all your fs will be mounted accordingly with
your /etc/fstab.
