Depending on which emulator you're using, that problem can be overcome.
I've modified my keyboard mappings on AttachMate, and IBM's Personal
Communications emulators to generate carats, etc.

I, personally, rather use ex (of vim) or perl (-pi -e). But I find a
number of characters unavailable in the 3270 emulation keyboard.
