I can't see what adding another dumb terminal to Linux has to do with 
getting the CLAW driver installed. 

There is no IND�FILE (PC file transfer) support in the Linux 3270 console 
support. The 3270 console support is mostly useful outside VM where 3215 
isn't available (or the 3215 emulator is horrid [1]) or inside VM for the 
folks from MVS-land where it will seem more familiar. It also needs all 
that VT100 colour (escape codes) stuff removing to make a 3270 console 
usable. 

You need to either have the CLAW driver on the installation initrd, or you 
need a method to FTP the CLAW support into your system from the outside 
world using CTC or LCS or some such that is built into your installation 
initrd.
