Yes. The install kernel should respond to pings from the ctc partner if
everything is working correctly ... the install kernel should give
messages similar to this (my example uses virtual ctc under VM, not
physical ctc in an lpar as you are trying):

CTC driver Version: 1.54 with CHANDEV support initialized
ctc0: read: ch 0150 (irq 0000), write: ch 0151 (irq 0001) proto: 0
ctc0: connected with remote side

this is followed by the interface listing (which can also be displayed
at the shell with "ifconfig ctc0" command)
