You have a routing problem or an OSA config problem, Chris.  Given that
you specified "PRIROUTER" in your VM config, and assuming you have
verified (NETSTAT DEV or IFCONFIG) that PRIROUTER is in effect, then OSA
is eliminated and we have to look at routing.

Please provide a simple drawing of your local network with IP addresses
and subnet masks, including MVS, VM, and Linux.  (Configuration files only
tell me what your current configuration is, not what it is supposed to
be.)  BTW, you forgot to include the MVS IP configuration.
