Greetings;
webmin does not use the system password facilities. It
has its own password file and there is a command to change it
and set it up. IIRC you should have been prompted for the
uid & pwd of the administrator when you installed webmin.
If all else fails do a reinstall and watch very closely!

can connect with root
i changed root password
cannot connect..
it there a config file for webmin>???
