Thanks for the responses.  I have a compat rpm installed:

webst:/home/rks0 # rpm -qa | grep compat
compat-2002.8.15-20

And libc.so.6 is in the filesystem:

webst:/home/rks0 # find / -name "libc.so.6"
/lib/libc.so.6
