OK, since you started the cross post, I'll answer that way.  A previous poster
hit the nail on the head.  The VSE Redirector can do this.  With a database
on Linux for S/390 (DB2 or Oracle), VSE can access it as if it were a VSAM
file.  So any of your COBOL Batch or COBOL/CICS programs can access database
tables.  There is a mapping tool available that will map table columns into
VSAM accessible fields.  We are currently conducting a proof-of-concept with
a customer.

The big question (apologies to the Oracle bigots), why Oracle?  This process
works for Oracle as well as DB2 on Linux for S/390.  Don't you currently have
a license for DB2 UDB already?
