All of us here have run into the same problem. There are probably only two ways around it. - Do any editing of files (read "copies of files") before taking the system down to runlevel 1, and move them into place. - Use 3270 console mode and buy the NED full screen editor from UTS Global.
With Linux/390, the basic requirement is that if you're not willing to do #2, then you need a working network connection to be able to do useful work.
