24MB is the smallest I have gotten a system that uses OSA.  This
suggests that 20MB should work for LCS or CTC, and that 16 might be
doable.  Back in the early, early days, we successfully IPLed 2.2.? on
PenguinVM in 10MB.

We didn't notice until we started investigating why it was running so
sloooooooow.
