You need to install the compat-libstdc++ package in order to resolve that dependancy.
For s390 there is only a compat-libstdc++-2.10.0-1.s390.rpm package available that provides libstdc++-libc6.1-2.so.3, but there will be a compat-libstdc++ package for RHEL3 that provides libstdc++-libc6.1-2.so.3 and libstdc++-libc6.2-2.so.3.
