What is wrong with XAUTOLOG? From an authorized user, that will logon the virtual machine. You can have it run CMS, if you need. The CMS "PROFILE EXEC" can then do whatever (such as initialize VDISK space for Linux SWAP). The last thing the "PROFILE EXEC" does is QUEUE "IPL nnnn" where nnnn is the virtual device number of the Linux IPL volume. Once Linux is up, it should be possible to use the standard startup scripts to initialize any required daemons.
