You may have something like:

IPL CMS PARM AUTOCR FILEPOOL VMSYSU:

in the USER DIRECT for that machine.  This automatically issues the
enter key at the first IPL CMS.

It can be a bear when you logon to the machine directly.

You can do either of 3 things:

1.  Take out the AUTOCR from the USER DIRECT for that user and DIRECTXA
it.

2.  When you logon on, when the system starts the IPL'ing process, key
in #CP IPL CMS.  Then the VM READ is at the bottom right of the screen,
key in ACCESS (NOPROF

3.  When you have the VM logo, clear that, then logon like:

LOGON userid NOIPL

The machine will be brought up, but NO IPL will be done on your behalf.
 Now you can key in the IPL CMS command and remember to do the ACCESS
(NOPROF.
