using hcp from linux to issue vm comds

I have been using the hcp cmd in linux to acquire vm information. I just
ran into an issue where this won't work for 'q alloc spool'. I received the
following:

HCPCFC003E Invalid option - ALLOC

Anyone have any idea why this won't work???
