This did work for me.  Thanks for the hint.  (Although the whole time I was
doing it, I was asking myself if anyone would really ever use an Ada
compiler on Linux/390. :p )

You need an existing Ada compiler. Maybe just extract the debian one or
the Red Hat one, then compile your own with that.
