I beg to differ. At least on our H70, dasdfmt will not touch a disk that has not been used before by VM. That is, if we create a minidisk, and it comes out of some pool that has not previously been someone's minidisk, dasdfmt refuses to touch it. At least, the dasdfmt on the Debian 2.4.17 initrd does this. So I always CMS format my minidisks before dasdfmtting them.
