The proper directory to look in would be defined in your httpd.conf file as the DocumentRoot. These days, Apache tends to get shipped with files like these in the DocumentRoot: index.html.en index.html.it index.html.se
But no just plain "index.html" file. I would imagine which one gets displayed would depend on the value of the locale environment variable when Apache gets started.
