Do you have the "on demand" timer patch enabled?  If so, turn it off, and
see if this changes.

I'm running ntpdate (and logging the output) every five minutes in lieu of
ntpd for timekeeping.  On the same (and only) guest :

90196.031766 sec  9 May 14:01:50 ntpdate[2841]: adjust time server 10.2.0.9
offset -0.012419 sec
